SOUTH AFRICA’S CONSTITUTIONAL COURT WANTS FULL DETAILS OF NEW SOCIAL BENEFITS DEAL

South Africa’s Constitutional Court wants full details of the new social grant payment contract between the South Africa Social Security Agency (Sassa) and Cash Paymaster Services (CPS), the private company being hired to implement the payment of social benefits to entitled South Africans.

In questions sent to Sassa and the Department of Social Development Wednesday, the Court wants to know if there is an agreement, what it entails; and whether it is lawful. The Court had previously declared the current contract between the two parties illegal.

The Constitutional Court has sent a litany of questions to Sassa and the Department of Social Development, demanding an update on the social grant contract and what will be happening from April 1, upon expiry of the current contract.

Social Development Minister Bathabile Dlamini has already said there is no contract in place as yet, but she will be receiving a report on the negotiations with CPS by Friday and will then make an announcement on the contract.

The Court wants to know the details of the contract and whether it is lawful. The department had told the court in 2015 that it would be in-sourcing the payments.

On Monday, the Court asked for answers on who changed the 2015 plan, when that was done, and when the minister become aware of the changes.
