Pretoria: The National School of Government (NSG) has organised a learning exchange visit to China focused on city governance for public officials. Hosted by the Beijing Jiaotong University and supported by the Chinese Ministry of Commerce, this programme aims to facilitate the exchange of knowledge regarding the enhancement of local government performance. This initiative comes as municipalities across the globe face increasing complexity and public expectations that demand effective responses.
According to South African Government News Agency, the programme will delve into various aspects of China's advancements in local government innovation. This includes service delivery, governance modernisation, the construction of smart cities, participatory governance, poverty alleviation, and development. The NSG highlights that local government plays a crucial role in national policy implementation, and China's achievements in this sphere have been instrumental in abolishing absolute poverty as early as 2020, significantly ahead of the 2030 deadline outlined in the United Nations Agenda 2030 for Sustainable Development.
The South African government, under its 7th Administration, has underscored its commitment to fostering inclusive growth and job creation, reducing poverty, and addressing the high cost of living through a capable and developmental state. Municipalities are seen as pivotal in achieving this commitment. The exchange programme on city governance is part of the NSG's broader international exchanges aimed at equipping public servants with specialist knowledge and skills to boost public sector performance and development. This initiative also involves learning from the developmental paths of other countries in both the global South and North.
NSG Principal, Professor Busani Ngcaweni, emphasized the importance of partnerships, stating that they are crucial for expanding the depth and diversity of training delivery and accessing expertise that may not be available locally. The programme is scheduled to run from July 7 to July 27.
