City cop appears for death of undercover SAPS officer

WESTERN CAPE – Morne Horn (26) appeared today at Cape Town Magistrate Court after he handed himself over to the Directorate for Priority Crime investigation office in Bellville to face charges of Murder.
It is alleged that an undercover cop Constable Thando Singcu (38) stationed at Cape Town Central Police Station was shot and killed by a law enforcement officer Morne Horn who mistook him for a robber while trying to explain who he was. Singcu was apprehending a robbery suspect in Heerengracht Street, Cape Town around 9pm on the 07 January 2020 when two City of Cape Town law Enforcement officers stopped on the scene after seeing his firearm. Singcu was questioned and he tried to explain who he was. Shots were discharged and the constable was fatally wounded. Meanwhile the robbery suspect also sustained a gunshot wound and was subsequently admitted to hospital. The robbery suspect was being arrested for being in possession of drugs.
Horn was released on R5000-00 bail with stringent conditions and he is expected to be back at Cape Town Magistrate Court on the 03 December 2020.
