Deputy Minister Hands Over Title Deeds to Bethlehem Residents

Bethlehem: Deputy Minister in the Presidency Nonceba Mhlauli has emphasized the significance of handing over title deeds to Bethlehem residents in the Free State as a step towards rectifying historical injustices. "It represents security. It represents opportunity. And it represents a decisive step toward correcting the injustices of our past while building a more inclusive and productive future," Mhlauli stated during the event.

According to South African Government News Agency, the Deputy Minister, alongside the Minister of Land Reform and Rural Development, Mzwanele Nyhontso, addressed land reform beneficiaries during the ceremony. Mhlauli underscored the government's commitment to not only transferring land but also supporting its sustainable use. The session was part of broader efforts to accelerate land reform, enhance tenure security, and promote sustainable land use and inclusive rural development.

Mhlauli highlighted the empowerment of beneficiaries to utilize the land for farming, building, investing, and creating livelihoods. She emphasized that land should become a productive asset to drive growth, food security, and local economic development. This initiative aligns with the broader structural reform programme under Operation Vulindlela, aimed at removing growth barriers, improving service delivery, and strengthening state capability.

Operation Vulindlela, a joint initiative between the Presidency and National Treasury, prioritizes spatial integration and housing, including addressing title deed backlogs and improving land ownership security. Mhlauli acknowledged existing challenges, such as post-settlement support, governance, access to finance, infrastructure, and market access, and reiterated the government's commitment to working with beneficiaries, CPAs, traditional leaders, and stakeholders to ensure successful land reform.

Mhlauli encouraged those receiving title deeds to use the land productively and to build a legacy of ownership and opportunity for future generations. She urged continued collaboration to ensure land reform contributes to inclusive growth, rural development, and shared prosperity.

On Tuesday, 10 February 2025, the Minister and Deputy Minister are scheduled to engage with communal property associations (CPAs). This engagement will offer CPAs a platform to share their experiences, challenges, and opportunities in managing communal land for community benefit.
