MPUMALANGA –The former Municipal Manager of Dr JS Moroko Municipality, Mr Nelson Thammy Khubheka (50) appeared before Siyabuswa Magistrate court on Tuesday 22 November 2022 after he was arrested by the Hawks Middelburg based Serious Commercial Crime Investigation for Fraud, Theft and Contravention of (National Treasury) MFMA.
It is alleged that during 2019 the accused unlawfully and intentionally approved the appointment of service providers whilst the Bid Adjudication Committee declared the appointment irregular as it did not comply with Supply Chain Management policy and the Constitution. It is alleged that when appointments were approved, the accused referred to a non-existent meeting, and further utilized the security services of the Municipality for his own benefit.
The Municipality suffered an actual loss of R 4.3 Million
The accused was released on R10 000-00 bail and the case was postponed to 6 February 2023 to appear at the Middelburg Commercial Crime court. Investigation is continuing.
