Pretoria: The Government has successfully secured a £300 million concessional loan, equivalent to R5.6 billion, aimed at bolstering the National Treasury's Metro Trading Services Reform (MTSR) programme. This initiative is set to assist metropolitan municipalities in enhancing service delivery and updating deteriorating infrastructure. According to South African Government News Agency, Finance Minister Enoch Godongwana expressed gratitude for the concessional financing provided by the German and French Development Cooperation through KfW Development Bank and Agence Française de Développement (AFD). The funding is intended to support the improvement of governance, financial sustainability, and operational performance of essential trading services in South Africa's metropolitan areas. The MTSR programme is specifically designed to revitalize three critical trading services: electricity, water supply and sanitation, and solid waste management within the country's eight metropolitan municipalities. These munici palities collectively cater to over 22 million residents, and the programme aims to ensure that generated revenues are reinvested into necessary infrastructure to alleviate outages and address investment backlogs. Minister Godongwana emphasized the significance of the continued collaboration with Germany and France, which aids in providing more reliable services, boosting infrastructure investment, and fostering stronger, more sustainable cities. The financial and operational enhancement of trading services is perceived as crucial for driving economic growth in South Africa through improved service delivery. The new loans, consisting of £200 million from KfW and £100 million from AFD, align with France and Germany's Just Energy Transition mandate. The MTSR will play a pivotal role in implementing the municipal component of the JET-Investment Plan (JET-IP), which seeks to accelerate public and private investments needed to modernize electricity distribution networks and address infrastructure backlogs. For AFD, this support is part of a long-standing relationship with South African municipalities, characterized by numerous direct loans aimed at financing municipal infrastructure projects while promoting policies that reduce inequalities and enhance resilience to climate change. Cornelia Tittmann, KfW's Country Director for South Africa, acknowledged the leadership of National Treasury in crafting a programme that aims to improve service delivery and living conditions for millions of South Africans. Tittmann highlighted South Africa's importance as a key partner on the continent, emphasizing the European commitment to continued cooperation in trade, investment, and development initiatives like the MTSR. Marie-Hélène Loison, AFD's Regional Director for Southern Africa, praised the National Treasury for spearheading this impactful programme, which unifies eight municipalities and national departments around a shared reform agenda. Loison noted that the MTSR programme would ensure the protection and sustainabilit y of necessary investments in essential urban services, ultimately leading to tangible improvements in service delivery for both residents and businesses.
