Municipality manager appears in court for tender irregularities

NORTH WEST Tsietsi Roger Solomon Khumise (48), the Municipal manager of the Klerksdorp Local Municipality appeared before the Klerksdorp Magistrate’s Court on Friday, 31 January 2020 for contravening the Municipal Finance Management Act (MFMA).

The accused allegedly deviated from the official procurement processes when appointing a service provider for a tender of more than R8 million rand for the supply and delivery of paraffin for indigent communities.

As the Accounting Officer, the accused allegedly deliberately or in a gross negligent way failed to take reasonable steps to ensure that the municipality’s supply chain policy referred to in section 111 of the MFMA was implemented in a way that is fair, equitable, transparent, competitive and cost efficient. He allegedly further failed to take reasonable steps to prevent irregular or fruitless expenditure.

The matter was postponed to 26 February 2020 for Regional Court date.
