Municipal housing officials receive training on housing programmes

The Department of Local Government and Human Settlements in Bokone Bophirima, in exercising its Constitutional mandate of ensuring access to adequate housing for everyone, has organised a series of training workshops for housing officials in on the various housing programmes and policies.

These workshops are targeted specifically at housing officials in all municipalities across the province and are intended to empower them with relevant and applicable housing programmes as set out in the National Housing Code, including other legislative directives.

Section 163 (a) of the Constitution of the Republic of South Africa mandates provincial departments to do everything in their power to promote and facilitate the provision of adequate housing in its province within the framework of national housing policy.

The Housing Act 107 of 1997 (Act no. 107 of 1997) provides for the facilitation of a sustainable housing development process and to lay down general principles applicable to housing development in all sphere of government. The policy principles set out in the White Paper on Housing aim to provide poor households with houses as well as basic services such as potable water and sanitation on an equitable basis.

On the other hand, the National Housing Code encompasses a number of housing programmes, e.g. financially-linked individual subsidy programme (FLIPS), emergency housing programme, Breaking New Ground houses (formerly RDP), integrated residential programme (IRDP), military veterans housing programme, upgrading of informal settlements, community residential programme, community residential programme, rural subsidy, individual subsidy programme.
