North West Provincial Government Unveils Action Plan to Revitalize Municipalities

Mahikeng: The North West Provincial Government has unveiled a binding service delivery action plan to tackle systemic challenges in municipalities and restore public confidence in local government. Cooperative Governance, Human Settlements and Traditional Affairs (CoGHSTA) MEC Gaoage Oageng Molapisi announced these decisive measures following a two-day Provincial Local Government Kgothakgothe, held under the theme 'Fixing Local Government - Every Municipality Must Work.' According to South African Government News Agency, the Provincial Local Government Kgothakgothe marked a pivotal shift in the province's approach to local governance. Molapisi emphasized that the resolutions adopted at the Kgothakgothe represent a binding commitment to the residents of North West, signaling a move from mere discussions to actionable steps. Central to the resolutions is the formal adoption of a Service Delivery Action Plan. This plan outlines specific interventions aimed at addressing backlogs and enhancing municipal perform ance across the region. All municipalities and provincial departments are now mandated to implement the plan, which seeks to stabilize governance systems and expedite the provision of basic services. To ensure the plan's effective implementation, the province will establish a dedicated monitoring mechanism to oversee all action plans derived from both the National Local Government Indaba and the Provincial Kgothakgothe. Additionally, an integrated performance dashboard will be developed to track key deliverables, enabling real-time monitoring and transparent reporting on municipal performance. Intergovernmental reporting structures are set to be strengthened, with the North West Provincial Coordinating Committee, led by the Premier, along with the Local Government MUNIMEC, designated as primary Intergovernmental Relations (IGR) structures. These bodies will conduct quarterly reviews and monitor the implementation of the action plan. The District Development Model (DDM) will also play a role in reducing plan ning silos across different government spheres. During the session, Finance MEC Kenetswe Mosenogi highlighted the significance of clean governance and robust partnerships within the accountability ecosystem to enhance financial management and achieve positive audit outcomes. Deputy Minister of Cooperative Governance and Traditional Affairs, Dr. Namane Masemola, provided updates on the ongoing review of the White Paper on Local Government, indicating broader reforms at the national level. Agriculture and Rural Development MEC Madoda Sambatha, delivering the keynote address on behalf of Premier Lazarus Mokgosi, emphasized the critical role of local government in driving economic development to combat unemployment and poverty. The Kgothakgothe also resolved to strengthen collaboration with the Independent Electoral Commission (IEC) ahead of the 2026 Local Government Elections, underscoring the importance of free, fair, and well-administered elections in reinforcing democratic governance.
