Cape town: Parliament's schedule for the week is set to be packed with Budget Vote debates, oversight meetings, and a significant colloquium commemorating 30 years of South Africa's democratic Constitution, alongside Africa Day celebrations.
According to South African Government News Agency, both the National Assembly (NA) and the National Council of Provinces (NCOP) will engage in a series of hybrid sittings and committee meetings. These sessions are aimed at examining government spending plans and departmental performance for the 2026/27 financial year. A notable event will be Deputy President Paul Mashatile's appearance before the National Assembly on Thursday for a question-and-answer session to reinforce executive accountability to Parliament.
From Tuesday to Friday, the National Assembly will host mini-plenary sessions dedicated to debating 18 departmental budget votes, while the NCOP will hold policy debates on agriculture and transport budgets. Parliament emphasized that the budget process is crucial for ensuring transparency, accountability, and the effective allocation of public funds. The debates provide an opportunity for Parliament to scrutinize departmental plans, proposed budget allocations, and evaluate their implementation.
On Tuesday, the National Assembly's debates will cover areas such as Mineral and Petroleum Resources, Small Business Development, and Employment and Labour, among others. Concurrently, the NCOP will focus on Agriculture. Wednesday's sessions will address Defence and Military Veterans, Cooperative Governance, and other government sectors. The week's debates will conclude on Friday with discussions on the National Treasury and State Security Agency budget votes before a final vote on the national budget.
Deputy President Mashatile's session in the National Assembly is a constitutionally mandated event, held quarterly to ensure executive oversight. Under Section 92(2) of the Constitution, executive members are accountable to Parliament for their powers and responsibilities.
In addition to budget discussions, Parliament will host a joint colloquium on Friday, in collaboration with the Thabo Mbeki Foundation and the University of South Africa. This event, themed 'Celebrating 30 Years of South Africa's Constitution in a rapidly changing world,' will take place at the temporary National Assembly Chamber in Cape Town. Former President Thabo Mbeki and other dignitaries, including academics and diplomats, will be in attendance. The colloquium will reflect on the Constitution's impact over the past three decades and South Africa's evolving role globally, serving as a precursor to the 16th Annual Thabo Mbeki Africa Day Lecture.
Parliamentary committees will also conduct approximately 30 meetings throughout the week, addressing issues such as water security, tourism transformation, and higher education governance. Notable meetings include the Portfolio Committee on Higher Education's briefing on the National Student Financial Aid Scheme and the Portfolio Committee on Sport, Arts and Culture's session with Cricket South Africa regarding the 2027 Cricket World Cup preparations. Furthermore, the NCOP will organize a report-back and planning session on intergovernmental relations in the Northern Cape.
