President Ramaphosa Introduces Comprehensive Reforms for South African Local Government

Ekurhuleni:President Cyril Ramaphosa has announced significant reforms aimed at overhauling South Africa's local government system. These changes include a new model for municipal powers and functions, stricter regulations for water and electricity services, and enhanced financial controls to tackle ongoing service delivery challenges.

According to South African Government News Agency, the Revised White Paper on Local Government was unveiled at the Birchwood Hotel and Conference Centre. The document proposes a fundamental re-evaluation of how municipalities are structured, funded, and managed, with a focus on accountability. The reforms are designed to address inherent weaknesses that have left many municipalities with deteriorating infrastructure, unsustainable finances, and unreliable basic services.

The White Paper introduces a differentiated approach to municipal responsibilities, recognizing the varied capacities of different municipalities. This model aims to align municipal duties with their ability to effectively deliver services. Additionally, the White Paper suggests that certain functions could be delegated to other government spheres or regional levels, and it proposes constitutional and legislative amendments to support these changes.

The reforms also address the provision of water and electricity services, proposing the separation of service authority and provider roles, along with mandatory licensing for providers. These measures aim to strengthen regulation and enhance municipal capabilities. The financial sustainability of municipalities is another focus, with proposals for better financial management, revenue collection, and spending practices. Plans include ring-fencing revenue from utilities to maintain essential infrastructure.

The Revised White Paper suggests treating local government as an integrated system, requiring coordination between national, provincial, and local entities around shared priorities. This aligns with the District Development Model to improve planning and investment. A Local Government Transition Management Body will oversee the implementation of these reforms.

President Ramaphosa emphasized the need for municipalities to create conducive environments for business operations and economic opportunities. The reforms aim to ensure reliable services, attract investment, and support economic growth. The launch of these reforms coincides with the upcoming Local Government Elections, with the President urging political leaders to prioritize municipal functionality.
