Seychelles: President Dr. Patrick Herminie chaired a Cabinet meeting on August 5th, where several legal and policy memoranda received approval.

According to African Press Organization, the Cabinet agreed on multiple significant decisions, including a Multi-Client Seismic Survey Agreement with Mauritius and Viridien, aimed at gathering geological and geophysical data in the Mascarene Plateau Region. This initiative seeks to enhance understanding of seabed and subsoil resources while ensuring adherence to environmental and regulatory standards.

The Cabinet also endorsed remuneration for the Accounts Receivable Irrecoverable Debts Write-Off Committee and the Irrecoverable Government Loans and Debts Write-Off Committee. This measure aligns with the government's existing remuneration framework to bolster oversight, due diligence, transparency, and accountability in managing irrecoverable debts, with expenses accounted for within the Ministry's approved budget.

To address conflicts between the Immovable Property Tax Act and non-discrimination provisions in Double Taxation Avoidance Agreements, particularly with South Africa, the Cabinet approved policy options proposed by the Ministry of Finance. This includes temporarily exempting South African nationals and others with similar provisions, pending renegotiation of affected agreements.

Additionally, Seychelles will host the Southern African Broadcasting Association Annual General Meeting and Broadcasters Convention from October 22-26, 2026, with the Seychelles Broadcasting Corporation serving as the host institution. Preparations and inter-agency arrangements were endorsed to ensure successful hosting of this event, which aims to enhance Seychelles' regional broadcasting profile.

The Cabinet designated the Ministry of Foreign Affairs and the Diaspora as the custodian for the African Peer Review Mechanism in Seychelles. This includes establishing and operationalizing the APRM National Structures, with support from all government entities to strengthen governance and engagement within the African Union framework.

Further approvals included the organizational structures for the Secretariat for Science, Technology and Innovation and the National Institute for Science, Technology and Innovation, effective August 2026. The Cabinet also established a National Science, Technology and Innovation Integrated Governance System to improve coordination and delivery of STI initiatives, supporting the transition towards an innovation-driven economy.

Finally, the Cabinet discussed the 2026 La Digue Transport Assessment, approving measures for road management and vehicle regulation on the island. A scientific study will assess the island's sustainable capacity for vehicles and tourism to guide future policy decisions.
