Communique: Double Troika Summit of SADC Heads of State and Government, Gaborone, Republic of Botswana

1. The Double Troika Summit of the Heads of State and Government of the Southern African Development Community (SADC) was held in Gaborone, Republic of Botswana on 28 June 2016.

2.The Double Troika Summit was attended by the following Double Troika Heads of State and Government or their representatives:

Botswana H.E. Lieutenant General Dr .Seretse Khama Ian Khama

Mozambique H.E. Filipe Jacinto Nyusi

South Africa H.E. Jacob Gedleyihlekisa Zuma

Swaziland His Majesty King Mswati III

Zimbabwe H.E. Robert Gabriel Mugabe

Tanzania Right Honourable Majaliwa Kassim Majaliwa

3. The Right Honourable Dr. Pakalitha Mosisili, Prime Minister of Kingdom of Lesotho was also invited. The Double Troika Summit was also attended by the SADC Facilitator to the Kingdom of Lesotho, Deputy President of the Republic of South Africa, H.E Cyril Ramaphosa; Chairperson of the Council of Ministers, Dr Pelonomi Venson Moitoi, the Executive Secretary of SADC, H.E. Dr. Stergomena Lawrence Tax; and the Chairman of the Commission of Inquiry, His Lordship Mpaphi Phumaphi.

4. Summit received a report as presented by the Government of the Kingdom of Lesotho regarding progress made on the implementation of Summit Decisions, and ensure that and urged the Government of the Kingdom of Lesotho to urgently fulfil her commitments through demonstrable implementation of SADC decisions.

5. Summit approved a Team comprising experts from Double Troika Member States to support the Kingdom of Lesotho in preparations for, and holding of the Technical Workshop on Security Sector Reforms, as well as preparations of the road map for Constitutional Reforms and implementations thereof.

6. Summit called upon the Kingdom of Lesotho to ensure that Constitutional and Security Sector Reforms process is comprehensively inclusive, involving all stakeholders in the Kingdom.

7. Summit took note of the responses of by the Government of the Kingdom of Lesotho on the Implementation of the Commission of Inquiry recommendations and urged the Government of Lesotho to develop a comprehensive road map with clear time frames in relation to the responses given.

8. Summit approved the Terms of Reference (ToRs) for the Oversight Committee, as an early warning mechanism that will also provide assistance in the implementation of the Constitutional, Security and Public Sector Reforms. Summit directed the Secretariat to immediately operationalize the Oversight Committee, which will be headed by the Republic of Mozambique in her capacity as the Chairperson of the Organ on Politics, Defence and Security Cooperation.

9. Summit called upon the Opposition leaders in exile to return by the end of August 2016 in order to facilitate participation in ongoing reforms. In view of the foregoing, Summit directed the Double Troika, supported by the Facilitator, to assist on their return, and report progress to the next Summit

10. Summit reiterated that the Government of Lesotho, with the assistance of the SADC Double Troika members develops and presents a comprehensive roadmap with clear timeframes on the implementation of all SADC decisions, in particular Security and Constitutional reforms and submit report with tangible progress to Summit in August 2016

11. Summit noted that the Government of the Kingdom of Lesotho expressed its appreciation to SADC for the continued efforts and support.

12. Summit commended the Chairpersons of SADC and the Chairperson of the Organ on Politics, Defence and Security Cooperation, for their commitment and efforts towards bringing lasting political and security stability to the Kingdom of Lesotho.

14.The Double Troika Summit expressed its appreciation to the Government and people of the Republic of Botswana for hosting the Double Troika Summit and for the warm hospitality extended to all delegations.
