Pretoria: The Justice, Crime Prevention and Security (JCPS) Cluster has expressed concern over the ongoing instability in the Dr AB Xuma Local Municipality in the Eastern Cape, marked by violent protests, road blockades, and disruptions to education, business, and public services.
According to South African Government News Agency, the unrest originally stemmed from issues related to municipal governance and allegations against the municipal manager, who is currently on precautionary suspension as investigations proceed. The unrest has since escalated, causing significant disruptions, road closures, property damage, transport tensions, and threats to public safety.
Following discussions on this urgent issue, the Cluster Ministers have activated a coordinated stabilisation plan to restore normalcy and ensure public safety. The plan emphasizes enhanced law enforcement, focused criminal investigations, protection of essential infrastructure, intergovernmental coordination, community engagement, and dispute resolution.
A multi-disciplinary team has been formed to implement this intervention, led by three key entities: the Department of Cooperative Governance and Traditional Affairs, the Department of Transport, and the South African Police Service. Their roles include supporting bylaw enforcement, addressing infrastructure vulnerabilities, improving urban management, ensuring transport safety, and combating crime.
Minister Mmamoloko Kubayi, Co-Chairperson of the JCPS Cluster, highlighted the government's concern over the impact on residents, particularly vulnerable groups relying on essential services. The JCPS Cluster urges residents to remain calm, reject violence, and use legal channels to express concerns. Cooperation with law enforcement is encouraged, and any information on criminal activities should be reported to the police.
The government is committed to upholding the rule of law, protecting communities, and addressing concerns through transparent processes. The JCPS Cluster will continue to monitor the situation and provide updates as needed.
